The town will be looking into resealing the airport runway after reading a letter from the Maple Creek Flying Club during its regular council meeting on Jan. 24. The club provided an update on operations at the airport and suggested the tarmac should be resealed. "We just did that about three years ago, but it didn't take very well for some reason," town administrator Mark Caswell explained. The work came at a cost of $20,000, but a better quality job would be more costly. Council will meet with the flying club to discuss its options and seek possible grants to offset the cost. In other council activity, Mayor Barry Rudd and the councillors commend Doug Haroldson on receiving the honour of the 2011 Citizen of the Year award. "He's a very worthy individual," Rudd stated. "He has worked behind the scenes day and night for years." Rudd also brought an update to council from a meeting he attended with the South West Public Safety Region (SWPSR) earlier this week. The Southwest is one of 13 regions the province has been divided into to organize and initiate a safety response plan by working with emergency responders in each region. "With all the stuff that does happen with floods and fires and possible tornadoes and plow winds, it's a way to be provincially organized," said Rudd, who represents Maple Creek on the SWPSR's board of directors. By communicating with other emergency responders within a region, municipalities will be able to improve emergency response and save on costs, such as firefighting equipment. Rudd said the area is serving as the template for safety regions in the province. "We're the only region that's started," he explained. "They picked (the Southwest) because of the reputation of the volunteer fire departments, and Maple Creek is one of the leading ones." He said the group will be pushing for more support at this year's Saskatchewan Urban Municipalities Association and Saskatchewan Emergency Planners Association conferences. Each municipality is now being asked by the region to renew its membership. Rudd said the amount has remained at $20, but each community may give as much as they wish as a taxable donation through the sponsorship. Last year, the town agreed to provide $387.50 to pay one month's rent for the SWPSR's office in Swift Current, which will be paid back when the organization is fully operational. Rudd suggested the town may be able to provide assistance with rent for one more month. Council agreed to discuss the amount to give for renewing its membership and the possibility of loaning money for a second month's rent at its next regular meeting. Council approved a bylaw to renew its service contract with Delco Automation. The company provides technical support for the operation of the town's water treatment plant. The cost has increased by $5,000 to about $25,900 for this year's contract, but Caswell said this includes the provision of more service during the year. A second bylaw was passed during the evening to dispense with the mailing of assessment notices except in the case of new or altered assessments. "Rather than send out assessment notices to every property owner in town every year, we only send out assessment notices if something has changed from the previous year," Caswell explained. The bylaw is an update of a practice the town has been administering for years. A bylaw was also passed to allow the town to enter into an agreement with tourism co-ordinator Adrienne Gradauer for administrative services. Under the agreement, Gradauer will be providing Royce Pettyjohn, manager of community and economic development, with assistance in projects such as the Main Street Program. The contract position will be for 1,000 hours this year, after which time Gradauer would return to her duties strictly as tourism co-ordinator. |
